“What Works: Assessment Tools and Indicators for University Internationalization”
2.Overview
Stimulated by the five-year, “Strategic Fund for Establishing International Headquarters in Universities” (2005-10) project, jointly operated by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) and the Japan Society for the Promotion of Science (JSPS), Japanese higher education institutions now affirm and recognize the importance of the concept of “international strategies”. Recently, many universities strategically include their international activities and internationalization efforts as important components when considering their institution-wide medium- to long-term plans. Thus, for universities, not only analyzing and evaluating their internationalization strategies’ goals, objectives, and targets but also how best to achieve these initiatives have become pressing issues. Yet, measurement tools and indicators for the evaluation and assessment of universities’ internationalization efforts need to be further improved in Japan. In contrast, in Europe, through mutual assessment based on benchmarking between universities, self-assessment by means of on-line evaluation indicators, and the certification/recognition of internationalization linked to either accreditation or the rating of universities, overall assessments of institutional internationalization have been widely practiced. In the US as well, organizations for higher education such as American Council on Education (ACE) have carried out quite a few projects for measuring a university’s progress towards, or performance in, internationalization.
The purpose of this Symposium is both to familiarize participants with those current projects measuring, assessing, or evaluating the internationalization efforts of higher education institutions implemented in Europe and the US and to analyze the effectiveness of such projects from a comparative perspective. The Symposium also aims at deepening the discussion on how to evaluate Japanese universities’ advances towards internationalization.
